There is no facility around it; it is just a gate and a DHD trapped in a natural air pocket within the ice shelf. At this point in the series, the SGC has no idea it exists, and there are no signs of any prior human or alien habitation in the immediate area.

This “pristine” state is significant because it means the DHD still had its original Ancient power source (until it ran out). It also implied that this gate was much older than the one found in Egypt, which was brought to Earth by Ra much later in history.
