Omoc’s refusal is rooted in a philosophy of “non-interference” that was born out of a horrific tragedy. The people of Sarita used that technology to wage war, which ultimately destroyed their own planet and shifted the orbit of the Tollan homeworld, leading to its destruction.
Because of this, Omoc views Earth as being in its “technological infancy.” He believes that giving advanced power or weapon systems to humans would be like giving a loaded gun to a child. To Omoc, refusing to share technology isn’t an act of cruelty, but a moral obligation to prevent Earth from accidentally destroying itself.
